SUBSTANCE: invention relates to communication engineering. The method involves launching a control timer at the beginning of the packet access procedure, where the packet access procedure is initiated by scheduling transmission of a packet channel request message, and repeated selection of a cell when time of the control timer runs out. The control timer stops when any message received from the network in response to the packet channel message or after M+1 (M≥0) attempts at transmitting the packet channel request message.
EFFECT: possibility of a mobile station (MS) requesting radio resources for uplink packet transmission.
