Configuration of the selection unit provides selection of a special point from the first input image and selection of special points from each of the one or more reduced images. Configuration of the determination unit provides determination of a stable special point with high reproducibility of selection when reducing an image from special points, selected by the selection unit in each of two or more images from a group of images. The group of images includes a first input image and one or more reduced images. The position of the stable special point corresponds to the position of the special point of the first input image.

EFFECT: ensuring comparison of images by selecting special points having high reproducibility of selection.
