SUBSTANCE: control segment can include mosaic elements and each mosaic element can include a plurality of transmission blocks. A certain amount of control resources can be defined and allocated to transmission blocks for the control segment. For symmetric allocation, a plurality of sets of control resources can be formed, and each group of L successive sets of S control resources can be allocated to S transmission blocks in the same location as L mosaic elements. For localised allocation, each plurality of S control resources can be allocated to a cluster of S adjacent transmission blocks in the same mosaic element. For distributive allocation, each control resource can be allocated to one transmission block in one mosaic element. For diversity, each control resource can be allocated to a plurality (e.g. three) transmission blocks in at least one mosaic element.
