SUBSTANCE: data can be sent based on a hybrid scheme which employs a combination of group frequency hopping to transmit new packets and static grouping for retransmission of delayed packets. In the hybrid scheme, user equipment (UE) can be allocated different resource blocks in different transmission intervals based on the frequency hopping model. The first transmission of new packets can be sent in resource blocks defined based on the frequency hopping model. Retransmissions of each packet can be sent in a resource block used for the first packet transmission. UE can perform blind decoding to restore packets sent to the UE.
EFFECT: transmitting data with low inefficient use of resources for control.
