SUBSTANCE: dispenser comprises a lengthy body for arrangement of a thin paper or nonwoven material roll. The roll is made with the possibility of its unwinding from the centre. The body has a wall at each end, which closes the appropriate end surface of the roll. At least in one of the end walls of the dispenser there is a hole. The specified hole is equipped with a tear-off device and has a lengthy form with length (L) and width (W) and two side edges arranged one opposite the other. One side edge has a tear-off device, and the opposite side edge is arranged even and free of the tear-off device. The length (L) of the dispenser's hole makes from 40 to 90% of the roll diameter value, and the width (W) of the hole is at least 10 times more than the thickness of the roll material and equals at least 10 mm, but not more than 40 mm. The dispenser is made portable and has body form adapted to the roll size. The dispenser comprises a closed hole, through which a roll of roll material may be inserted. The specified hole is equipped with an adhesive or mechanical closing device. There is a version to make a dispenser.

EFFECT: invention provided for light pulling of the required length of a tape material without risk of tearing and falling of the roll with remains of the tape material.
