SUBSTANCE: portable refillable dispenser (2) for absorbent paper, napkin or non-woven material comprises a lower part (8) of the casing and the upper part (6) of the casing. The upper part (6) of the casing is connected through the first hinge (10) to the lower part (8) of the casing, and the upper and lower parts (6, 8) of the casing in the closed position form a compartment (28) for the absorbent napkin or non-woven material and the inner dispensing opening (11) between them, and in the open position provide the refilling of the dispenser (2). The dispenser (2) additionally comprises a cover (12) connected to the upper and lower parts (6, 8) of the casing for their retaining. The cover (12) partially covers the inner dispensing opening (11) from at least one direction. The cover (12) is provided with an outer dispensing opening (24). The absorbent paper, napkin or non-woven material are dispensed through the inner and outer dispensing openings (11, 24).
