SUBSTANCE: set of inventions may be used for preparing, for example, a salt solution intended for reducing amount of ice or snow on roads, pavements, and carriageways. Proposed system combines solvent and chemical and comprises first section to take the solvent, second section to rake solution of solvent and chemical, processor and outlet. It comprises also concentration pickup to generate signal, first return channel to send solution back to first section at concentration below requited level, second return channel to send solution back to second section at concentration higher than required level. Second return channel comprises inlet that allows adding extra solvent into said solution. Processor is used to determine solution concentration by signal. Outlet outputs solution at required concentration.

EFFECT: accurate determination of concentration in mix.
