FIELD: transport.

SUBSTANCE: invention relates to ship building, particularly, to devices measuring ship pitch and roll in whatever operating conditions. Proposed device comprises communicated vessels made up of sections of tubular annular channels tightly communicated in their upper and lower parts. Said vessels are partially filled with electrically conducting fluid not mixing with dielectric fluid. Angle transducer is made up of electrically conducting and dielectric fluids and sections of tubular annular channel made from electrically conducting material with their inner surface uniformly coated by unwettable dielectric. Electronic transducer connected with each electrically separated conducting sections of tubular annular channel and electrically conducting fluid, restricting orifice and scale. Angle transducer made up of sections of tubular annular channel wherein annular channel is formed around axis in symmetry about plane located on annular channel circular axis, has its electrically conducting material and unwettable dielectric provided with through slots surrounding conducting-dielectric fluid interface displacement boundaries. Every aforesaid slot in dielectric of one section of tubular annular section is tightly communicated with the slot in dielectric of another section of tubular annular section with the help of mainly flat membranes from unwettable dielectric arranged in parallel and symmetry about plane located on annular channel circular axis.
