SUBSTANCE: handover instruction is sent from an initial base station (BS) to a mobile terminal, said instruction containing a response to a handover request received from a target BS. The handover instruction message contains the serial number of a reserved symbol code allocated by the BS for the mobile terminal, and random-access subchannel information which is used to transmit the random-access message with said reserved symbol code. The reserved symbol code is one of symbol codes of the random-access subchannel reserved beforehand for the mobile terminal. The mobile terminal selects the reserved symbol code and random-access subchannel in which said symbol code is located, and initiates an access procedure for handover to the target BS over the random-access subchannel.
EFFECT: avoiding conflicts between terminals performing access for handover.
