SUBSTANCE: method of accessing transmission of a mobile terminal, based on random access channel, in which: a source base station (BS) sends a request message for transmission of the mobile terminal to a target BS, requesting switching of the mobile terminal, which it servers, to the target BS; the target BS sends a reply message for transmission of the mobile terminal to the source BS, and the source BS then sends a command for transmission of the mobile terminal with its content to the mobile terminal, in which the command message for transmission of the mobile terminal does not include reserved symbol codes; after receiving the command message for transmission of the mobile terminal, the mobile terminal determines that the command message for transmission of the mobile terminal does not include reserved symbol codes, and then selects a random access subchannel; and the target BS and the mobile terminal initiate a random access procedure on the random access subchannel.

EFFECT: preventing denial of access to mobile terminal transmission.
