FIELD: electricity.

SUBSTANCE: device includes additional pipeline section shunting the main pipeline, and system of coaxial metal cylinders, which is arranged in that section; the above cylinders are separated with fluid pumped via the main pipeline and additional cylinder from dielectric material, which is adjacent to internal electrode, as well as constant voltage source switched to external electrode; converter of electrical charge of internal electrode to voltage; metre of variation time constant of that charge when constant voltage source is connected, and calculating device with indicator. Relaxation time constant of volumetric fluid charge τ is calculated with that device by formula where τq - electrical charge variation time constant; ε - relative dielectric permeability of the investigated fluid; ε1 - relative dielectric permeability of additional cylinder; D - outer diameter of external cylinder; D1 - outer diameter of additional cylinder; d - outer diameter of internal cylinder.

EFFECT: possibility of monitoring relaxation time constant of volumetric charge in full-scale fluid pumping conditions.
