FIELD: electricity.

SUBSTANCE: device comprises an electrically insulated section of the main pipeline and an additional section of a pipeline, shunting the main pipeline, electrodes placed in this additional section, one of which is grounded, and the second one is connected to the inlet of the voltage metre relative to earth, and via the key and the current metre to the electrically isolated section of the main pipeline, and density of volume charge and time constant of its relaxation τ are determined according to formulas ρ=CU/V and τ=CU/i, where ρ - density of volume charge; C - electric capacity between the specified electrodes; U - voltage of the specified second electrode relative to earth; V - volume of liquid in the specified electrically isolated section of the pipeline; τ - time constant of relaxation of volume charge of liquid; i - current of charge relaxation, enclosed in the electrically isolated section of the pipeline.

EFFECT: simultaneous control of density of volume charge and time constant of its relaxation in flow of dielectric liquids during its pumping in pipelines.
