SUBSTANCE: proposed device comprises oblong main case with transverse lateral ledges to constrict space wherein inner section of dual section may be fitted. Cutting blades are arranged inside said space along tool main case so that relative motion of tool along dual sections cuts it along opposite sides without damaging outer concentric sections o that fastening strip may be arranged inside dual section in contact with outer section for it to be jointed with top crossbar or bottom crossbar of closing device.
EFFECT: efficient cutting device.
