SUBSTANCE: invention relates to energy devices and devices determining the climatic events. The air flow control system for controlling weather events includes devices forming flows that generate electrical energy, and devices of formation of flow that consumes electrical energy. They consist of a cable construction, covered with a shell of airproof cloth, and represent a channel for air flow. At the bottom of the channel a generator is fixed. The channels are supported in an upright position with balloons with the possibility of to change the angle of inclination. At the height of the balloons there are the electrodes that generate an electric field between them and the ground surface. The forming flows devices contain electric and gas heaters to create swirling upward or downward air flows. The devices are located in a regular manner on the ground surface and connected to each other with channels of energy and information transmission and are connected to the control system. The forming flows devices include orbiting space objects capable to deliver and spray water vapor, or gas, or metal foil, smoke diffusers and aerosols to create a protective shell in the Earth's atmosphere.

EFFECT: more effective impact on the climatic events is provided.
