SUBSTANCE: invention relates to the industry of construction materials and can be used in producing binder and articles based on said binder. The binder contains portland cement, calcium-magnesium silicate-containing rock - diopside and electrolytes - Fe2(SO4)3 or Al2(SO4)3, with the following ratio of components in pts.wt: portland cement 100, diopside 5-9, electrolytes - Fe2(SO4)3 or Al2(SO4)3 1.
EFFECT: high strength of hardened cement paste.
