The device has a single-phase modulator 1, a driver 2, a detector 3, an error amplifier 4, a filter 5, a front detector 6, an RS flip-flop 7, a buffer 8, a detector 3, a common bus 9, a power bus 10 and a lead for connecting the input signal 11.

EFFECT: eliminating dependency of propagation delay of an input signal on frequency and pulse ratio for a positive or negative front, ensuring accuracy of maintaining pulse ratio and timing diagram of devices.
