SUBSTANCE: data streams may be assigned priorities, and packets for data streams with progressively higher priority levels may be located in positions progressively closer to the head of the queue, and may then experience progressively shorter queuing delays. In another aspect, a packet for a terminal may be transmitted from a source cell to a target cell after handover, and permission may be obtained to transmit the next data packet during the same time, while the packet is already waiting in the queue in the source cell. In yet another aspect, all priority and non-priority data streams may be allowed if the cell load is low; only priority data streams may be allowed if the cell load is high; and all priority data streams and some non-priority data streams may be allowed if the cell load is moderate.
EFFECT: efficient subscriber servicing during high network load.
