FIELD: information technologies.

SUBSTANCE: each mobile terminal sends at least data of one priority flow via one of dedicated communication lines. Besides invention is related to basic station for planning of priority flows sent via mobile terminals through dedicated ascending communication lines to basic station. In order to optimise functions of planning controlled by basic station in system of mobile communication, invention proposes to provide planning basic station with QoS requests of separate priority flows sent via dedicated ascending communication line, and to adapt mobile terminals for specification of priority flows, data of which must be sent to basic stations for planning.

EFFECT: guaranteed QoS required for each mobile communication service, if there are various services with different requirements to QoS.
