SUBSTANCE: system and methods are described, which facilitate evaluating conditions of nodes (e.g., access points, access terminals, etc.) in a wireless communication environment having a multiple carriers to determine the level of disadvantage for a given node relative other nodes. The node may transmit a resource utilisation message (RUM) which represents the level of disadvantage for the node and request other interference nodes to return to one or more carriers. This would allow frequency reuse if nodes vary transmission power for particular carriers, in conjunction with neighbouring nodes.

EFFECT: reduced interference and improved carrying capacity in a wireless communication environment.
