SUBSTANCE: device 12 consists of a light source 17, a mounting panel 14 and an optical element 15a. The optical element 15a includes DA area covering the light source which covers LA area with mounted source light 17. A reflecting area 50 is formed at least at DA area covering the light source. The optical element 50 has maximum luminous reflectivity Rmax and minimum luminous reflectivity Rmin, while maximum luminous reflectivity Rmax is equal to 40% or more within DA area covering the source light and total half of H width having luminous reflectivity (Rmax+Rmin)/2 occupies from 25% up to 80% in TA light transmission area of the optical element 15 a through which light from the light source passes.

EFFECT: maintenance of consumed power and graded distribution of brightness intensity without local dark areas.
