SUBSTANCE: ingot from steel containing the following, wt %: Si 2.5 to 4.0, C 0.02 to 0.10, Mn 0.05 to 0.20, Al 0.020 to 0.040, which is dissolved in acid, N 0.002 to 0.012, S 0.001 to 0.010, P 0.01 to 0.08, Te 0.0005 to 0.0050, is heated up to the temperature of up to 1320°C or less; then, it is subject to hot rolling, annealing, cold rolling, decarburising annealing and nitriding annealing, thus obtaining a decarburised and nitrided steel plate. Dividing agent for annealing is applied onto surface of decarburised and nitrided steel plate and final annealing is performed, thus forming a glass coating film. Content of N in the decarburised and nitrided steel plate is 0.0150 to 0.0250 wt % and meets the following condition: 2×[Te]+[N]≤0.0300 wt %, where [Te] represents content of Te, and [N] - content of N.
EFFECT: improving magnetic properties and providing high quality of plate surface.
