FIELD: information technology.

SUBSTANCE: system includes a dispatch centre, interrogators mounted at control stations and on-board units mounted on each vehicle. An on-board unit and a control station communicate over a radio link with each other and with the dispatch centre through a wireless communication terminal. The dispatch centre has a server, a database, a terminal and modems for communicating with the on-board unit and control stations. The on-board unit has a microcontroller with a code number which is unique for each vehicle, a GLONASS/GPS navigation receiver, a storage device, a motion sensor, a short-range transceiver, e.g. DSRC, and a wireless communication terminal, e.g., GSM/GPRS. Said terminal provides GPRS communication with the dispatch centre, and the short-range transceiver with the corresponding interrogator. Each interrogator has a transmitter, a receiver, a decoupling element and a directional antenna, as well as a video camera. Each control station has a computer connected through corresponding matching units to the receivers and transmitters of the interrogators, as well as to the video cameras. The interrogators are situated over road lanes such that the beam pattern of each of the directional antennae does not go beyond the boundaries of the corresponding lane. The directional antennae of the transceivers are situated in the top part of the vehicle such that the beam pattern covers the interrogator situated over the lane.

EFFECT: system is characterised by broad functional capabilities and particularly enables to identify vehicles on a multi-lane highway without stopping the vehicles, and monitor a vehicle outside the coverage area of a control station.
