FIELD: electricity.

SUBSTANCE: device contains shielding plate and measuring plate, insulators, housing that serves as a base, motor, current amplifier, marked flywheel, booster light source, photo diode, bridge, threshold logic unit, band filter, data transceiver and motor rotation rate stabilising unit, grid, additional insulators, synchronous detector, integrator, regulated voltage source and analogue-to digital converter. At that shielding plate is connected electrically to the housing and located inside it at the motor shaft over measuring plate; marked flywheel is also installed at the shaft and booster light source and photo diode are located nearby; the latter is connected through in-series bridge and threshold logic unit to one of synchronous detector inputs; measuring plate and shielding plate are connected to inputs of current amplifier and its output is connected to the other input of synchronous detector through band filter. Output of analogue-to digital converter through data transceiver is connected to data output of the device, input and output of motor rotation rate stabilising unit are connected to output and input of the motor respectively; at that vanes of shielding plate are slightly turned in horizontal plane, grid at additional insulators is fixed at the housing in direct vicinity to shielding plate; output of synchronous detector through integrator is connected to control input of regulated voltage source and its output is connected to the grid and input of analogue-to digital converter.
