SUBSTANCE: base station is configured to communicate with a user terminal in a mobile communication system using a multiple input/multiple output (MIMO) scheme via precoding. The base station includes a control signal generating unit which is configured to generate a downlink control signal, which includes a flag indicator which indicates whether to use a precoding vector for downlink communication; and a transmitting unit which is configured to transmit a signal which includes a downlink control signal in a downlink, wherein the control signal generating unit is configured to perform channel coding using part of the information as a coding element.

EFFECT: efficient utilisation of resources while simultaneously reducing the volume of downlink overhead.
