SUBSTANCE: image processing device includes: a data storage means for storing a decoded image obtained by encoding frames which make up a frame sequence, in which are alternately arranged frames of a first image and a second image, having a difference, and by performing local decoding; the decoded image is stored a reference frame for forming a predictable image during future predictive coding; and a means of controlling storage for controlling storage of the reference frame in the data storage means so that from frames encoded before the current frame in the encoding process, which is a frame to be encoded and is potentially a reference frame, a frame is stored in the data storage device, said frame being an image frame from the first image and the second image, obtained from the same observation point as the current frame in the encoding process and lies in the display order closest to the current frame which is in the encoding process.
EFFECT: improved image encoding efficiency.
