SUBSTANCE: invention relates to techniques for encoding and decoding moving images. Disclosed is a moving image decoding device, which decodes a bit stream, where a first block obtained by dividing each frame is divided into one or more second blocks and moving image is encoded using inter-frame prediction. Device comprises first and second units for outputting prediction information, a decoding unit, a unit for constructing a list of candidates, a selection unit, first prediction information output unit. First prediction information output unit performs prediction process of outputting one or more candidates for first interframe prediction information from interframe prediction information of one or more third units adjacent to second units, which is subject of decoding, inside frame, which is subject of decoding.

EFFECT: high accuracy of prediction for a block, which is subject of decoding.
