FIELD: image processing means.
SUBSTANCE: invention relates to techniques of encoding/decoding images. Disclosed is image processing device containing motion prediction vector generating unit, motion difference vector generating unit. Motion prediction vector generating unit is made with possibility to set combined unit unavailability, when reference frame type for current unit is different from reference frame type for combined unit included into combined frame, during current unit current motion vector encoding, used during prediction using correlation in temporal direction, and generating motion prediction vector for current motion vector using reference motion vector, which serves as reference during motion prediction vector generation. Difference vector generating unit is configured to generate motion vector difference between current motion vector and motion prediction vector generated by motion prediction vector generating unit.
EFFECT: technical result is higher efficiency of images encoding.
