SUBSTANCE: invention relates to communication engineering. The method of transmitting control information involves: establishing corresponding control bits in downlink control information (DCI) format in order to generate control information applied by the network side to a terminal; the control bits include validity indicating bits and transmission control bits; the validity indicating bits store indication information which indicates whether transmission control performed by the network side on a transmitting unit is valid with respect to the terminal; the validity indicating bits are situated outside the transmission control bits; transmitting the generated control information to the terminal; indication information which indicates whether transmission control performed by the network side on a corresponding transmitting unit is valid with respect to the terminal is recorded in at least one bit from the validity indicating bits in accordance with a predetermined mapping relationship between each of validity indicating bit in DCI format and the transmitting unit.
