SUBSTANCE: invention relates to communication systems. The present invention provides an optimised method and a system for activating a carrier in a multi-carrier system. The method comprises steps where: when activating a carrier, a base station sends an activation command to user equipment through downlink control information (DCI) to indicate the user equipment to activate the carrier; upon receiving the activation command successfully, the user equipment activates the carrier and sends an acknowledgement of the activation command to the base station; when deactivating the carrier, the base station sends a deactivation command to the user equipment through the DCI to indicate the user equipment to deactivate the carrier; upon receiving the deactivation command successfully, the user equipment deactivates the carrier and sends an acknowledgement of the deactivation command to the base station.

EFFECT: high reliability of activation and deactivation of a carrier according to carrier aggregation technology in an LTE-A system, simple configuration and operation, and keeping the status of the carrier in the base station and the status of the carrier in the user equipment consistent.
