SUBSTANCE: invention relates to means of managing wireless network resources. An access terminal is configured to select a first set of system resources and transmit a message in order to obtain access to the first set of system resources, the message indicating that the access terminal cannot access a second set of system resources. The invention enables the access terminal to use circuit-switched system resources even if the network does not support switching to an emergency mode CS or has rejected a request to switch to an emergency mode CS.
