SUBSTANCE: device of upper slash pocket and method of its manufacturing are used in the manufacture of outer clothing. The upper slash pocket with off-set welt for decorative neckerchief with position regulator, sacking consists of three independent compartments, each of which has a front and back walls, which are connected in series so that the front and rear walls of each compartment are attached together along the side and lower edge, the front wall of the compartment nearest to the off-set welt is attached to it, and the rear wall of the compartment nearest to the underlay piece is attached to it. The lower edges of each compartment are connected to the double layer decorative element with a shaped upper edge with the width not less than the width of the compartment, and the height not more than the depth of the pocket, on the surface of which the loop is located for engaging with the hook located near the upper edge of the front wall of the compartment nearest to the off-set welt.
