SUBSTANCE: invention relates to heat-power engineering and can be used in processes of cleaning and utilisation of flue gases of heat and power plants of thermal power plants (TPP) for reduction of greenhouse effect of the environment. A complex method for cleaning and utilisation of flue gases with conversion of carbon dioxide to oxygen involves the following: cooling of flue gases to the temperature below due point, cleaning from larger part of nitrogen oxides in presence of ozone owing to acid formation at condensation of water vapours and absorption by a condensate that is cleaned from acidic components with an anionite, cleaning from carbon dioxide by absorption with a solution of mono-ethanolamine (MEA); heating of the MEA solution saturated with carbon dioxide at excess pressure, its throttling to atmospheric pressure, release of gaseous carbon dioxide that is partially removed from a cycle, and partially enters to an oxytank, where carbon dioxide is converted to oxygen and organic mass at interaction with water and chloroplasts as a result of a photosynthesis.
EFFECT: invention allows increasing ecological and economic efficiency of a process of cleaning and utilisation of flue gases of heat and power plants.
