In the method of assessment of emergency situation for creating the temporary settlements for population affected by accidents, disasters and natural catastrophes, consisting in implementing operational control of the state of emergency situation and mitigation of consequences of emergency situation at various levels of medical and welfare measures for accommodation of the population affected by emergency situation, the assessment system comprises controlled, variable factors of emergency situation, the factors of emergency situation overlapping on each other, and then the control action is introduced, including the technology of creation of the temporary settlements: creation of the administrative area, creation of the zone of community services, creation of the living area, construction of roads, installation of electricity supply systems, installation of electrical equipment, installation of heating system, installation of water treatment system, installation of water purification system, and also the control action is introduced, including the structure of the equipment: property, technical equipment, personnel on installation and service of elements of temporary settlements, food and drinking water, diesel fuel, then the technology of creation of temporary settlements and structure of funds obtained, property, technical equipment and equipment are optimised, and then the effectiveness and cost of the funds obtained are assessed, and also the technology of creation of temporary settlements for the given emergency situation in the given area with the given number of victims, with the given demographic composition of the population, of the available variants the calculation of required and necessary material resources obtained from the reserve.

EFFECT: increased efficiency of technology of accommodation of population affected by accidents, disasters and natural catastrophes through creation of temporary settlements in minimum time after the occurrence of the emergency situation and using less energy and resources to create living conditions for the victims.
