SUBSTANCE: invention relates to a creation method of a database that contains several correlation laws, namely correlation coefficients, for determination of loss of energy that during shutdown/downtime or throttling of the first wind-driven power plant cannot be converted to electric energy from consumed power of a reference wind-driven power plant operated with or without throttling, which involves stages of simultaneous determination of instantaneous power of the first wind-driven power plant and at least one reference wind-driven power plant in an operating mode with or without throttling; determination of one correlation law respectively, namely correlation coefficient describing relationship between power of the first wind-driven power plant and power of the reference wind-driven power plant and maintenance of the correlation law or correlation coefficient depending on a boundary condition.
