SUBSTANCE: invention is related to the development of subsea mineral deposits mainly in arctic conditions and it may be used for underwater drilling and completion of wells notwithstanding meteorological and ice conditions at the surface. Underwater drilling facilities consist of an underwater drilling rig, a seafloor template, and an underwater supply vessel. The underwater drilling rig is made as a set of separate modules, for example, a drilling module an accommodation and control module, a power module and modules for expendable materials storage. The power module is connected by cable connections to the drilling module, accommodation and control module, and the modules for expendable materials storage. The accommodation and control module is connected by signal cables with the drilling module, power module, and the modules for expendable materials storage. The modules for expendable materials storage are connected to the drilling module by hoses.
