Disclosed are wireless communication means, comprising: a means of receiving an identifier (ID) of a closed subscriber group (CSG), which corresponds to a CSG relating to a base station, and a means of receiving a CSG indicator, which provides differentiation between a base station granting access to CSG members and a base station granting access to both CSG members and non-members; a means of identifying whether the received CSG ID matches one or more CSG ID included in a list of permitted CSG; and a means of generating preference for selecting a base station in comparison with another base station when the received CSG indicator indicates that the base station grants access to CSG members and non-members, and the received CSG ID matches at least one of the one or more CSG ID included in the list of permitted CSG.

EFFECT: enabling a mobile device to efficiently select a base station.
