FIELD: radio engineering and communications.

SUBSTANCE: technical result is achieved by improving neighbour relation table (NRT) of base stations (eNB) for global cell identity (CSG) and access mode of neighbouring base stations. During receiving at a source eNB, from UE, a handover measurement report containing a physical cell identifier (PCI), of a cell of a neighbouring eNB; at source eNB, performing a lookup of a NRT to identify a CSG ID and access mode associated with PCI; and using identified CSG ID and access mode to determine eNB identification data for said neighbouring eNB. Performing handover of a subscriber from a source to a target cell eNB, including establishing an X2 interface between source and target eNB where said interface does not exist in advance.

EFFECT: facilitating handover through peer X-2 interface between eNB.
