SUBSTANCE: invention relates to a mobile communication system. The invention reduces network load caused by changes in selection of location registration devices or increase or decrease in the number of installations at the circuit-switching network side. A mobile communication system includes a mobile station, a packet-switching station and a plurality of location registration devices for controlling the location of the mobile station. After one location registration device has been selected from among the plurality of location registration devices, the mobile station performs location registration; a network resource identifier (NRI) included within a temporary mobile station identifier (TMSI) is transmitted to the packet switching station. The packet switching station requests a location registration from the location registration device based on the NRI.

EFFECT: limiting the number of unnecessary signal messages and network overload.
