EFFECT: technical result is creation of a movement control device, which when the ISR (idle state reduction of service signals transmission volume) is active, allows proper notification of the UE relative to the incoming voice call formed when the mobile communication device moves from the recording position area controlled by the MME to the recording position area controlled by the SGSN.
