SUBSTANCE: invention relates to communication. EFFECT: technical result is providing a movement control device, which is, even when the ISR (idle state reduction of service signals transmission volume) is active, allows notification of the UE relative to the incoming voice call formed when the mobile communication device moves from the recording position area controlled by the MME (mobility management entity), to the recording position area controlled by the SGSN.
