SUBSTANCE: invention describes a radio communication system that includes a machine-type communication device (MTC). The MTC device can implement an access to a gate through a short-range wireless communication network. The gate includes an access layer and implements an access to a subsystem of a basic station through the access layer. The MTC device also includes a non-access layer and exchanges signals or transmits data through thenon-access layer with the access layer of the basic network, where the subsystem of the basic station is located.

EFFECT: technical result consists in an ability of the basic station, in case of mains load reduction, to control and operate the MTC device, thus increasing the safety of the system.
