SUBSTANCE: invention relates to communication. An administration server on a network, which includes a first transmitting device configured to transmit data to a first receiving device, and a second transmitting device configured to transmit data to a second receiving device. The administration server includes a network interface configured to receive a parameter which corresponds to the level of improving communication quality in the second receiving device, and a processor which computes the allowable interference value in the first receiving device based on the parameter.

EFFECT: increasing overall network power by controlling the transmission parameter of each transmitting device of different networks during interaction between the networks.
