SUBSTANCE: invention relates to communication. A data transmission control device is provided, which includes a data transmission module configured to communicate with one or more secondary data transmission nodes operating in a secondary system, using at least one of the frequency channels allocated to a primary system and a frequency channel located closest to said frequency channel, a determination module configured to determine an upper limit number of secondary systems or secondary data transmission nodes for which transmission power is to be allocated, and a power allocation module configured to allocate transmission power to each secondary system or each secondary data transmission node in each secondary system, based on the determined upper limit number and the acceptable interference of the primary system.
EFFECT: preventing excessive interference for a primary system during secondary use of the frequency band, even when there are multiple secondary systems.
