SUBSTANCE: invention relates to wireless communication engineering and can be used to manage interference between cells. An administration server includes a receiving unit for receiving, from each base station, information about a data transmission terminal belonging to the base station and about a radio relay device which performs radio relaying of data between the base station and the data transmission terminal, a determination unit for determining, based on the information received from each base station by the receiving unit, whether or not interference will be generated between the transmitted data managed by different base stations, and a base station administration unit for transmitting instructions to at least one of the base stations managing data transmission, for which the determination unit has determined that interference will be generated, to perform management to eliminate interference.

EFFECT: enabling centralised management to reduce interference between cells.
