SUBSTANCE: mobile system for informing and alerting the public in hard-to-reach areas consists of a vehicle and a full-colour LED screen. As the vehicle an amphibious hovercraft is used with a built-in video screen and audio devices which are data media, a control device, a screen protection device, an electric power system and video and audio sources. The mobile system is further provided with a system for monitoring and controlling operation of the video screen through the control unit, a computer and a high-speed digital channel, and includes an additional computer for preparing information clips, digital, audio, text and video information. Sound-, vibration- and heat-insulation elements of the passenger cabin are made in the form of rigid and perforated walls, between which there are layers of sound-reflecting and sound-absorbing materials of different density.
EFFECT: high efficiency of notifying the public on emergency situations in hard-to-reach areas.
