SUBSTANCE: waste steam is supplied from a steam turbine to steam space of a condenser, condensed on the surface of condenser tubes. Condensate is supplied by means of a condensate pump of the condenser of the steam turbine to a recovery system, and steam of heating parameters is supplied from extractions of the steam turbine to steam space of upper and lower system water heaters, condensed on the surface of heated tubes of system water heaters, inside which cooling liquid flows. A condensing plant having a condenser of the steam turbine with a production steam extraction is used, and additionally, utilisation of high-potential steam heat of production extraction is performed. Utilisation of low-potential steam heat of heating extractions from the steam turbine and utilisation of high-potential steam heat of production extraction is performed by means of a thermal engine with a closed circulation circuit operating as per a Rankine organic cycle, in which low-boiling working medium circulating in a closed circuit is used as cooling liquid. It is compressed in the condensate pump of the thermal engine, heated in the lower system water heater of the steam turbine, heated in the upper system water heater of the steam turbine, evaporated and superheated in the condenser of the steam turbine with production steam extraction, expanded in a turbine expander of the thermal engine and condensed in a heat exchanger - condenser of the thermal engine.
