SUBSTANCE: invention relates to an image predictive coding/decoding device. Disclosed is an image predictive coding device (10), comprising: a unit (102) for dividing into blocks; a unit (105) for determining a method of generating an intraframe prediction signal; a unit (106) for generating an intraframe prediction signal; a subtraction unit (108); a conversion unit (109); a sampling unit (110); and an entropy coding unit (115). The unit (105) for determining a method of generating an intraframe prediction signal derives from a plurality of first prediction methods an adjacent region prediction method for generating an intraframe prediction signal with high correlation with a pixel signal in the adjacent region, using a pixel group near a target region, and predicts a target region prediction method for a target pixel signal according to the derived target region prediction method. The unit (106) for generating an intraframe prediction signal generates an intraframe prediction signal for the target region according to said target region prediction method.

EFFECT: high coding efficiency and low volume of mode information for identifying a prediction method, even if there is a large number of prediction methods, provided relative to methods of generating intraframe prediction signals.
