SUBSTANCE: invention relates to video encoding and decoding video, which perform transformation between spatial region and transformation region. Video decoding device includes a receiver and a decoder. Device receives the bit stream with respect to the encoded video and obtains information about the structure of the encoding block, coding block decomposition information, and prediction mode information. Decoder determines sub coding units, obtained by a hierarchical partition from the maximum coding block, and determines the prediction block from the current coding block. It also decodes the current encoding block by performing a prediction with respect to the prediction block in accordance with the prediction mode.
EFFECT: technical result is to increase the efficiency of image compression and, accordingly, to increase the efficiency of image encoding and decoding.
