SUBSTANCE: invention relates to communication engineering and is intended for simulating digital signals and data, and encoding/decoding data. The invention improves a mixed model of an oscillator and external excitation and also improves evaluation of model parameters for quality analysis and combination thereof with existing techniques. The improvement of existing oscillators enables the model to obtain as an input signal all points except the last point in incoming data. Model stability is achieved through a process which includes recovery of data not accessible for a decoder from optimum model parameters and by using a metric for selecting a stable recovered model output. The present invention is efficient for exclusively low rates of encoding/compressing and decoding/decompression of digital signals, including digitised speech signals, audio- and video data, as well as for analysis, detection and classification of signals.
