SUBSTANCE: group of inventions relates to tobacco product wrappings with low igniting capacity. The wrapping with low igniting capacity includes the first area and the second area different from the first one; the first area has embossment and a higher permeability than the second area as well as a higher gas diffusion coefficient The smoking product with low igniting capacity contains a smoking material rod and a wrapping with low igniting capacity that is wrapped round the smoking material rod. The method for formation of a wrapping with low igniting capacity includes formation of the wrapping first area by way of such first area embossment and formation of the wrapping second area different from the first one; the first area embossment involves increase of the first area permeability so that it exceeds than of the second area as well as increase of the first area gas diffusion coefficient so that it exceeds that of the second area.

EFFECT: technical effects of the group of inventions consist in ensuring passage of a more diluted gas flow and of smoke containing a smaller amount of undesirable components through the filter.
